ABSTRACT
The main purpose of this study was to find out how local government finance their welfare and how they plan their limited fund so as to correspond with their obligations to the society. From the research study, the researchers find out that most local governments obtain their revenue internally, more than externally. This is the because of the fact that most local governments are situated in a place where there are generally need commodities like palm fronds, palm tress and kernel which could be used industrially for manufacturing finished goods. This makes easy for such local governments to make budget and with out fear for uncertainties. On the other hand, other local governments which are not blessed with such opportunities can only rely on the external resources of revenue, this in turn return their growth rate with other countries parts. It was also observed that some local governments due to the type of problems they encounter, have little or not fund to finance these problems. This is because of the fact that there is absence of any of the internal resources of revenue as mentioned in chapter two above; and [or] that the allocation from the federal and state government are not enough for combating such problems.
